2012年3月20日，永清与新余市签订全国第一个地级市的合同环境服务协议，全面开展各项“合同环境服务”。2012年9月，试点方案已经通过了环保部组织的专家评审，新余市成为全国首家“合同环境试点城市”。

    根据试点方案，双方将合作于2012年下半年全面推进第一批试点项目的实施，在各领域取得明显的、可量化的环境效益，并建立并完善服务管理模式，为合同环境服务在国内的全面推广提供示范。
