攸县东城新区供水工程净水厂选址位于攸县羊钴山，征地按远期设计规模8万m3/d考虑，征地面积为36585.36m2（约合54.88亩）。分二期建设，其中一期规模4万m3/d，二期新增4万m3/d。
常规处理构筑物处理规模为4万m3/d，常规处理工艺：原水→取水泵房→管式静态混合器→前臭氧接触池→折板絮凝平流沉淀池→气水反冲洗滤池→调节水池→提升泵房→后臭氧接触池→活性炭滤池→清水池→送水泵房→配水管网。
生产废水及污泥处理工艺为：将絮凝沉淀池排泥水和滤池反冲洗废水分别处理，滤池反冲洗水进入回收水池，通过水泵直接输送至絮凝沉淀池进行回用；絮凝沉淀池排泥水进入专用调节池，然后进入浓缩池，污泥采用重力浓缩池进行浓缩处理，最后进入污泥脱水车间，污泥脱水设备采用离心式脱水机。
废水回收及污泥处理系统处理规模为8万m3/d，预留深度处理及二期工程场地。辅助生产建筑如综合楼、食堂、加药间、仓库、机修间等，土建按二期8万m3/d规模建设，设备按一期4万m3/d规模配套。
